BYRNE JUSTICE ASSISTANCE GRANT PROGRAM

OFFICER SAFETY ENHANCEMENT PROGRAM
PUBLIC REVIEW OF POTENTIAL GRANTS

The City of El Cajon is applying for a $18,045 federal grant to help fund the upgrading and enhancement of the Police Department’s equipment as it relates to officer safety. Funding opportunities have been made available to law enforcement agencies under the U.S. Department of Justice grant program known as the FY 2006 Edward Byrne Memorial Justice Assistance Grant (JAG) Program. (The JAG Program replaced the Local Law Enforcement Block Grant (LLEBG) Program that provided local funding to the City of El Cajon since the mid-1990s.)

The FY 2008 award will specifically target a need in uniformed operations to continue our program goal of officer safety. By purchasing and issuing tasers (less than lethal weaponry) to all field personnel, the Taser Project will provide us the means to safely and effectively take custody of violent offenders in circumstances which otherwise would require deadly force. Tasers have been proven to effectively reduce injuries to officers and suspects in violent encounters.

New Wireless Telephone Laws Take Effect July 1, 2008

The new laws concerning the use of wireless telephones go into effect on July 1, 2008.  El Cajon will be joining the CHP in enforcing these laws.  Please visit the CHP web site for an information sheet on these new laws.  In short, California Vehicle Code 23123 prohibits all drivers from using a handheld wireless telephone while operating a motor vehicle.  Motorists 18 and over may use a hands-free device.  California Vehicle Code 23124 prohibits drivers under the age of 18 from using a wireless telephone or a hands free device while operating a motor vehicle.  No grace period will be provided.


The Project

The El Cajon Police Department has developed a new and innovative strategic approach to law enforcement.  The “Project” is an ethics based, team driven initiative designed to develop community partnerships in an effort to solve community problems.


New Web Site

The El Cajon Police Department is launching a new website with the goal of reaching out to members of the community. The website: http://www.elcajonneighbors.org has been designed as an internet resource for crime prevention. Users will be able to sign up for an ‘e-Alert’ list which will enable them to receive crime prevention information as well as current trends throughout the city. This website is specific to the City of El Cajon and will include a blog where users can discuss community issues and resolutions.

El Cajon PD Adopts Regional Protocol Regarding Off Duty Officer Vehicle Stops

The El Cajon Police Department would like the public to know of the Law Enforcement Regional Agreement regarding "Off Duty Traffic Stops" by Police Officers.  El Cajon is a signer of this agreement and additionally has internal documentation and training in compliance with the regional agreement.
